In particular, CBD (Convention on Biological Diversity) encourages the parties of CBD to set out its MP As in order to promote conservation of marine and coastal biodiversity by adopting "Aichi Targets" in 2010. Thus Japan, one of the parties. has responded to this requirement by having recourse to the existing systems, although the definition of MP A is to be established. Furthermore, most of the Japanese MP As are subject to the fishery management of the local fishermen's unions and the government, whose primary aim is not the conservation of marine biodiversity.
