Chum and attractor lamps are used to bring the mackerel together in concentrated schools, and the fish are then taken with a scoop net. In recent years, this fishery has been suffering from rising operating cost (primarily cost of labor and chum) and unstable income. The following actions could possibly be employed to stabilize the fishery : 1. Development of better fishing ground. 2. Increase in market value. 3. Recruitment of new workers. 4. Technological innovations for reducing labor and chum requirements. 5. Other means of reducing operating costs. Of these, the first is difficult due to scarcity of good grounds, and the second is impractical because it would require artificial manipulation of market forces. Low wages hamper recruitment of new workers, and the small market of the fishing gear discourages heavy investment in technological development. Thus the only way open to improve this fishery is to work to reduce operating cost as much as possible. Under present management techniques, vessel, gear and fuel cost remain high even when catches are small.
