| 内容記述 | The kingdom of Morocco, which is located on the edge of the African Continent, has worked on developing their fishery industry since the 1970's. As a result, the industry has developed into one of the most important industries of the Moroccan economy. The Morocco fishery is divided into three sectors -- deep-sea fishing, coastal fishing, and artisanal fishing. The first two are the onlys sectors that have been targeted by the government's fishery development policy, while the artisanal fisheries, which are carried out on the coast in the local agricultural areas, was omitted from this development policy until quite recently. However, the economic disparity between the urban and local agricultural areas has expanded during the latter half of the 1980's. Consequently, the Moroccan government began to pay attention to artisanal fisheries as a source of surplus labor in local agricultural areas, and promotion of the artisanal fisheries has been prompted on a full-scale after the 1990's. Even though there are limited data on the artisanal fisheries in this country, the author had the chance to conduct a fact-finding survey of the Suira Kedima, a small-scale fish-landing site on the Atlantic Ocean shore in the summer of 1998. The fishery is carried out in unfavorable conditions. For example, there are no fishing port-facilities such as breakwater, slipway, icemaking machine, etc. The survey result showed that the fishermen of Suira Kedima could be classified in the poverty class. In the fact-finding survey that was carried out in 2000 at another artisanal fishing village, the conditions were nearly equal to Suira Kedima and it was discovered that these conditions typify much of the artisanal fishery base of this country. To improve the artisanal fisheries and the income of the fishermen, it is necessary to construct an infrastructure such as fishing port facilities for the artisanal fisheries. Moreover, technical training assistance for the fishermen and other measures are needed. | |||||
