日本の魚プロジェクトホームページ（閉鎖）","bibliographic_titleLang":"ja"}]}]},"item_10002_description_5":{"attribute_name":"抄録","attribute_value_mlt":[{"subitem_description":"沖底は大臣許可漁業であり、操業区域によって漁船のトン数別隻数が定められ、海域ごとの操業禁止期間が決められているほか、島根県地区の2そうびきでは自主的な休漁が取り組まれている。小底は知事許可漁業であり隻数制限が設けられ、島根県資源管理指針で自主的に休漁に重点的に取り組むとされている。以上インプット・コントロールが導入されている。テクニカル・コントロールとして、沖底は操業禁止区域が定められ、さらに自主的に漁具の制限が挙げられ小型魚の保護に取り組んでいる。小底でも操業禁止ラインの設定、網目規制等のほか、自主的措置として漁具の改良、小型魚再放流等が取り組まれている。\n\n本系群は日本海南西海域に分布し、我が国では管理体制が確立し機能しているが、韓国の漁獲状況は不明である。対象海域の沖底については水産庁漁業取締本部境港支部、福岡支部が指導・取り締まりを行い、小底については島根県当局が漁船漁業の監視・取り締まりを行い、関係法令に違反した場合、有効と考えられる制裁が設定されている。本系群については新漁業法下の資源管理基本方針で、大臣は現行の取り組みの検証を行い必要に応じて取組内容の改善を図り、漁業者による資源管理協定の締結を促進し、協定参加者自らによる実施状況の検証、改良、報告が行われるよう指導するとある。県の管轄部分についても、県の資源管理方針において漁業者自身が定期的に計画の実施状況を検証し改良することとなっており、県としても5年ごとに方針の検討、見直しをすることになっており順応的管理の仕組みは導入されていると考えられる。\n\nすべての漁業者は漁業者組織に所属しており、特定できる。本系群に対して沖底、小底で自主的な管理が実施されており漁業者組織の管理に対する影響力は強い。両漁業関係者は本系群の自主的管理、公的管理に主体的に参画している。幅広い利害関係者が資源管理に参画し、漁業者が管理施策の意思決定に参画する仕組みが存在している。","subitem_description_language":"ja","subitem_description_type":"Abstract"}]},"item_10002_description_6":{"attribute_name":"内容記述","attribute_value_mlt":[{"subitem_description":"3.
